James G. Birney Elementary School Feasibility Study
and Modernization Project
District of Columbia Public Schools

 

School replacement/modernization project for an existing 83,200 SF, four-story, 520-student elementary school in the District of Columbia. The existing facility utilizes a 4.94 acre site which is shared with District of Columbia Parks and Recreation and the National Park Service and contains a small community pool and bathhouse, playground facilities, a lighted baseball field, and a picnic area.

A feasibility study provided a comparison of three separate options for the work: renovation of the existing facility, modernization of the existing facility with additions, replacement of the entire facility with a new building.

The option for replacement of the existing facility with a new building has been selected. Reviews by the Commission of Fine Arts and State Historic Preservation Office have imposed a requirement to maintain the main front entrance façade. Therefore, the design includes preservation of the façade with all new construction placed behind it.

The new facility will be an 81,400 SF state-of-the-art elementary school inclusive of classrooms, media center, gym/multipurpose room, kitchen/cafeteria, administrative, art and music labs, and miscellaneous specialized learning centers.

The project is contingent upon reviews and coordination with the US Army Corps of Engineers - Baltimore District, District of Columbia Public Schools, the State Historic Preservation Office (SHPO), National Capital Planning Commission (NCPC), and the Commission of Fine Arts (CFA), District of Columbia Parks and Recreation (DCPR), and the National Park Service (NPS).
